Article 13 is a part of the "Copyright Directive in the Single Digital Market", the directive the EU just passed. It instates a lot harsher rules and stricter regulations regarding Copyright. It will require websites to not allow copyrighted content to be uploaded to their site, meaning they'd have to use uploadfilters, and make them directly responsible for copyrighted content on the site. Either that or stop with user-uploaded content as only content from large companies can be assured to be original. Uploadfilters are a really bad idea for several reasons: firstly the most similar systems, such as the YouTube content ID system, are really bad and known for removing and demonetizing things that shouldn't be. An uploadfilter would have to be a lot more intelligent and probably a lot harsher than that. It also allows for a lot of censoring and copyright abuse, as it gives even more power to the copyrightholders.

Article 11 is also bad, not as bad but bad as well. It imposed a link tax, making sharing a hyperlink on the internet cost money, which goes to the site you've linked to, especially news organizations. If it's imposed on sites like Wikipedia, well, they'd die out quite quickly... and I'd say Wikipedia's mission statement is one of the most agreeable ever, which is to document as much as possible as accessible as possible for future generations. That isn't to be messer up.

Also, Google news and YouTube have said they might have to heavily edit or even withdraw their services in the EU because of it. Ain't nice.
