What sand? The sand hovering at the top of the tower?
There is no other sand, only sandstone, limestone and other types of stone use to build the city.

Not inside the would-be pentagon the towers mark out. But just outside, you can see sand. It’s like a short wall almost, completely straight.
The zombies are gathering together near the blown-out building atop the stairs in the middle of town

 

Boindil grabs some sand and chucks it into the hovering sand things to see what happens.

Anyway, as soo as you grab the sand, it runs through your fingers and slithers up to the hovering masses
