    Higher tier materials have stronger effects (e.g., if a Tier 1 material does +5%XP, then a Tier 2 material might do +8%XP, and a Tier 3 might do +12%XP).

    This is false as far as I'm aware. Materials tier used has no effect on the strength of ingredients. Materials tier does affect the base durability of items (that is, durability prior to the effects of ingredients), the base health on armor, and the base damage on weapons.
