Good, but not overpowered since you do have massive negative spell damage.

* 3/4 mana regen
* -4% to -6% walk speed
* -23% spell damage
* Not sure about durability but I think it's in the range of -200 to -250 (Wynndata numbers may not be up to date, and iirc Major's Badge isn't even listed yet). I'll check on that when I can take a look at the marketplace.
* Int req is 30

Eye of the Beast is 1.55x, so 2/4 mana regen. Frozen Ghostly Essence takes a 0.55x multiplier (+55% from Major's Badge and -100% from Eye of the Beast) so it yields 1/4 mana regen, 30 Int req, and -4% to -6% walk speed.

You can counter the damage with a number of items, though usually not fully unless you're using a water weapon.

Its good for flying with spam spell but that -spell dam renders it not the best for actually USING that mana

 

This only uses three ingredients, so it's easy enough to counter the negative damage with the other three slots.

It's always been that much. Well, it used to be 20%, but it's been 30 for some months now.

It actually takes .45x because -100 + 55 = 45 so you wouldn't get any mana from it.

 

100% to start with, Eye of the Beast brings that to 0%, Major's Badge brings that back up to 55% of original values.
