Star Thief Bug

Allright, so hey there. I was doing the Star Thief quest, but it wouldn't trigger. I wasn't familiar with the rework of this quest, so I was trying to find a NPC to begin the quest. Since there wasn't one, I did /class, thinking that it's invisible or something. Well, right at the moment when i clicked to switch my character, the dialogue which triggers the quest started and only two lines (out of three) apeared, and the quest didn't start. I have been roaming around and clicking everywhere where the quest tried to trigger, but nothing. Can you help me solve this or can a mod put me on the first stage of this quest?
Also, I went everywhere I saw the meteor trail, and it didn't let me in.
NOTE: The quest is NOT started. It's still the book without a quill and it's telling me: "Look into the rumours of strange weather near the Imal Inn at [-2018, 43, -4887]."

The quest's start isn't triggered via an NPC, you have to walk around a certain area.



It should be around there. The territory doesn't look in game like this, but that's intentional, don't worry. I hope this will help you.
