How Do I Obtain The New Tools?

You can get tools from dungeon merchants but there are some that aren't available to buy so how do I get them?

 

I think only T1 and T2 tools are bought from regular merchants (iirc there's a T2 merchant on the Emerald Trail?)

 

there are tool merchants by all of the refineries but they only sell t1 and t2 tools

all of the others are from dungeons

 

From whqt i heard is that every dungeon can give a new tier of tools.
Decrepit sewers gives t3, infested pit t4 and so on
All the way to t13 iirc

Yes, some are available in dungeons but some are only available by tool merchants near refineries.
