Nah magic is basically exclusively for the nobles and their friends, also I think it's because of a spell of some sort that everyone who get out of the province forget everything

 

I'm pretty sure that canonically they probably don't.

 

If we're talking about canon, there is a real mess.
Outdated things, unclarified things, etc.

For example, did you know that when you enter the Hallway in Reincarnation, and you walk up that staircase, canonically, you're killed in a very gruesome manner by an unknown thing. That's why you fight Bob in Heaven. I remember that lore from a long time ago, but unless it's been changed, which I've seen nowhere, that's canon.

I used that example to point out that we really shouldn't worry about plot holes when it comes to old things like the nether until the main storyline is more fleshed into those things.
