I just got my first horse.
Should I buy a new horse and breed them? Or should I just level this 1 horse up

If you think the rng gods are on your side, then yes. However, there is only a 20% chance to succeed and get a higher tier (with a 50% chance to fail and a 30% chance to fail and go to a lower tier, but if it's a brown horse it will remain brown), so usually it is better to save money to buy a higher tier horse from a player rather than try to breed one.

I am aware, hence the reason I said it is better to save up money to buy a higher tier horse from a player, not a shop.

You can buy higher tier horses from players in for example the trade market section of the forums. Doing this is often cheaper than trying to breed horses as the market prices are lower than the average cost to breed it. You could get lucky but many people have wasted lots of emeralds buying horses because there's an 80% chance you don't get a higher tier horse.

People who are lucky get them from breeding horses (which relates back to your question).
If you breed 2 brown horses, you have a 20% chance to succeed and get a black, a 30% chance to fail and go down a tier (but since brown is the lowest it will remain brown), and a 50% chance to fail and stay brown.
If you breed 2 black horses, you have a 20% chance to succeed and get a chestnut, a 30% chance to fail and get a brown horse, and a 50% chance to fail and get a black horse.
If you breed 2 chestnut horses, you have a 20% chance to succeed and get a white horse, a 30% chance to fail and get a black horse, and a 50% chance to fail and get a chestnut horse.

Due to the much higher chance of you failing to get a better horse via breeding, it is usually better to buy them from players who have been lucky enough to have bred said horses.

Horse price ranges, as bought from players:
    Balck - 1.5-2 LE
    Chestnut - 12-18 LE
    White - 65-85 LE

    Average breeding costs:
    Black - around 2 LE
    Chestnut - around 18-20 LE
    White - around 118 LE

For a first playthrough (or even a second, unless you've made quite a bit of money) I would just use a Brown for a while, breed to Black around level 50, and upgrade your Black horse to 25 max speed at Galleon's Graveyard dungeon in the early lvl 60s.
