If you mean the 400% cap, I think it got removed a while ago

A glitch involving it was fixed. The cap continues to exist

Depends on the individual person's ws set, these days having good sp on everything really counts but it's not the easiest thing to do.

Flashstep will really help for using all the new stuff w/ Flashstep, but with godly sp on the other stuff flashstep isn't needed.
