I was wondering, what are the chances of getting a perfect roll on a Kaze? And also, how is the likelihood of getting a certain ID calculated?

To answer your other question...

An Items IDs range from 0.30-1.30 times the base ID. If the base ID is 100, the IDs range from 30-130.
Now what does this mean?

Each time you roll an item, you have a random number in that range of 0.30 and 1.30 selected, and it can be EVERYTHING, from 0.30 over 0.58 to 1.30.
(If the roll (let's call it "R") is 1.00<R<1.25, the item will have one star. If 1.24<R<1.30, it has two stars, and if R=1.30, it has three stars.)

Now you have to try to see how many rolls of that item will give you the ID you want.
If you want a max defense Blue mask, for example, you only have 1 roll that will give you the 20 defense. Because 15*1.30 is 19.5, which is, when rounded up, 20. If you get a 1.29 roll, you will only get 19.35, which is rounded down to 19.
So, in this case, only 1 out of all 101 possible rolls will give you your wanted ID: 20.
So the chance of getting a max defense Blue Mask is 1/101, or 0.990099%.

Now, if you want a maxed Intelligence reminder, you gotta look at the base ID first: 6

If we multiply 6 by 1.25, we will get 7.5, which is 8 after rounding; any less than 1.25 and we won't get the rounded 8 maximum intelligence.
This means, that 6 out of the 101 possible rolls will yield you 8 intelligence: 1.25, 1.26, 1.27, 1.28, 1.29, and 1.30.
So the chance of getting a max intelligence reminder is 6/101, or around 5.9%
