You continue down the road for a bit (not doing the set encounter yet, because you all know about it, I'll save it for later).

Eventually (because I learned from the mountains that too many encounters takes too long) you come across something.

The road continues south, but the mountains to your right open up to a sort of mountain pass. It seems deserted. Except...

On the road, about 100 feet in front of you, are 4 figures, obscured by fog. Three medium sized ones, and a very small one. All you can see are silhouettes.

 

I am prepared to ask this question for every encounter we possibly get, but...
Is this Dim Light?

No, it's Lightly Obscuring, there's a small difference but it's not darkness.
Unless this land is weird, in which case, I'm wrong.
