Best Way To Get Lower Level Items

Hey guys,
I am looking for Uriel (a lvl 27 rare ring) but I have never seen it in a shop. Whats the best way to get this item? Where should I be looking for loot chests?

Loot chests in level 25-30 areas. I can't tell you exact spots or loot runs, but if you look around in Almujis desert for caves and other structures, Lion Lair and Half Moon Island, you should find plenty of chests. But make sure that you have level 25-30 mobs around them, so the chests contain items of their level. If you can get a class to this level range (like your lvl. 21 archer), you can also open chests without mobs to get items at this level, a Lusoco loot-run seems to have a lot of them (you can maybe search for it on youtube).
