”Scrolls?”
I fill my backpack with them and look around for a guard.

 

He charges at you, tripping over his own sword, falling to the floor and in the process knocking over a wardrobe full of Gylia Students' dress robes, which narrowly misses both you but crushes the shopkeeper's left hand.
"Ow! You..." He flails harmlessly at you with the crossbow.

Stuffing your backpack with as many of the papers as you can find, you search for a guard. The closest ones are on the stage with Torl, but there seem to be some around the perimeter of town as well.

 

"You can only blame yourself I haven't even moved yet" I say not letting my guard down

 

Put my hands together and look at him. "Then why should it be anyone's territory? It didn't say anything before the Cataclysms, and hasn't said anything even after beginning to float. From what we've seen, they haven't moved a finger from what they normally do. If they aren't seeing problems in flying up in the air, I don't see why we should bother anything more than not letting them fly into oblivion."

 

"It has to be somebody's territory, or it will become the favourite location of every criminal in the Province. We need to know whose laws apply there, who is allowed to settle near it and who is to enforce this. And if it is, as you suggest, to float into oblivion, all the more reason to resolve the dispute. The land there will be empty - and it has to fall under somebody's jurisdiction. And besides. there is still the matter of research."

He throws the crossbow at you - you bat it aside with a sword.
"Ow! OW! Get a healing mage! Call the guards! OW!"

 

I go to the perimeter.

 

"And I'll also be happy to tell them that you tried to kill me."

 

Take in a deep breath. "So, we take it out of one jurisdiction because it doesn't participate, put it in another jurisdiction without knowing if they accept it, enforce laws on it and research on their territory with, once again, not knowing if they accept it?"
"Laws could be easily instituted for the Forgery as a separate case and as a city of it's own, if needed, that means, adding laws that opens the area for studies from all parts of the Province, letting go of a bigger control of the area and leaving it as an open-to-all study area. And, as a bonus of sorts, laws against the settling of criminal behaviours and organizations, summed with the freedom to do it's own plans."

 

You walk through the tents to the edge of town, away from the lava river. The temperature becomes much more comfortable. You find two guards sitting on the floor either side of a relatively flat rock, playing cards. Several emeralds lie on the table, along with two empty bottles and a half full one. Are they drinking and gambling on the job?
"Oi! Orange face!", one shouts at you, his voice slurred. "How the fuck did you get in?"

"I don't care! Ow! My fingers! GET HELP!"

"Remikas' Constitution states that only Cinfras may exist outside Region control."
Well, they aren't sticking to that, you think - Castle Lleviguard is under Crown control as well.
Elimut continues. "The Forgery - it's already self-governing. Gylia has laws in place for fully autonomous, unrepresented regions, as applied to the Gerts. Doing this with the Forgery, if it were ours, would be simple. If it were to remain in Coalition hands, these laws would have to be written from scratch, and knowing your processes that would take years. And there's still the matter of the North Gate. When the borders were first drawn, it made sense to give it to you. It was mostly uninhabited, mostly forested and granted you direct access to Cinfras. But times have changed. The expansion of Cinfras outside the city walls and agricultural boom in the plains surrounding the city have left Coalition rule of the North Gate Delegation seem highly outdated. To keep it is selfish - and you mock us villagers for that?"

 

"If you give me robes for free"

 

"OW! No you can't! This is robbery! Please help me! Ow!"

 

"You tried to kill me. In exchange for my silence I request that you give me the robes"

 

"I don't care if I get hanged just don't take my stock! That's basically money! OW!"
He pulls his hand out from under the wardrobe and cradles it carefully in his other hand. It's not visibly injured at all.
"Please get help. Ow."

 

”By killing dwarf. Important thing, saw Villager inside city, found tent!”
I tell where the tent is.

 

"I have never said I planned on keeping the North Gate a part of the Coalition, it is clearly closer to Cinfras than it is to the Forest. I would just like to see the approval of the population with said decision." I crack my fingers again.
"And about our processes, laws could base off the same aspects of the treaties Gylia applies to autonomous regions, thus making it faster in the creation of laws. Once again, leaving it open to all areas would be a better option in my viewing."
"And there's also Castle Lleviguard." I mutter under my breath, leaning back on my chair and getting my back straight.

 

I put my swords back into their holsters and say while extending my arm towards him "The robes"

 

What type of testing was it? Like, in detail, what did theu do for each test.

 

They don't look bothered.
"Can you ask someone else? We're busy."

You never experienced it first-hand (you fled because you learned it was happening and knew you would be a good subject), and you didn't read very far into the documentation. The pages you took with you describe an experiment early in the program in which two subjects (in this case poor Villager farmers from Olux who were payed generously for participating willingly, though they were not told what the experiment would involve), were first instructed to sprint as far as they could to drain their mana (stamina increase spells come naturally with no training), before being immobilised by means of botanical magic, given another herbal drug to increase mana instability (noted as being extremely uncomfortable), and placed beside one another. Togak himself then drained one of their mana pools completely into the other through use of a carefully directed heal spell and a tube made out of the stalk of a Skyhigh Raspberry (an excellent mana conduit used in mana potions, apparently), that was rectally inserted at either end into both subjects. An antidote to both drugs was administered to the subjects and the recipient of the mana was asked to repeat the sprinting, to apparently better results. Both were in poor health at this point - they were payed and transferred to a nurse before being dismissed. This was repeated three times on different subjects. The conclusion calls it a great success and expresses the need for further experiments, a repeat with subjects of different species - orcs are mentioned, a test on magical professionals on the principle of transferral through oral contact. Interestingly it calls the previous experiment a 'teagedy' in passing. From the instructions on transferring mana you found you know that research has progressed a lot since.

The Delegates do not look pleased with you - one Villager in particular is glaring at you in horror.
Elimut ignores most of what you said and moves on,
"Given the positions of the Forgery, if it were to be ceded, the North Gate Delegation would become an exclave, making their position all the more awkward. It's near impossible to create an arrangement where movement restrictions wouldn't be a nightmare for everyone involved, especially if guards from three different Regions would have to prevent smuggling."

I go back to the tent.
