    But the weird thing is that in all the quests I've ever done I've never seen a food merchant, and the wiki has no page on him

    In all the quests you've DONE. You probably haven't done every single one by now.

    I'm curious now. I'm going to take a look into this.

    I've done every quest up until level 91 (Except ???, Hidden city and Hive but those don't teleport), true I haven't don't them all but there are only so many quests that are ahead and involve teleporting off the map.

    The one there is called "Consumables Merchant" NOT food. I also went to every time i see the merchant and the coords didn't match up

    But when I went and checked the coords from the merchant to the map coords, they didn't match...

    The chances are very high it belongs to a quest, and yes some parts appear off bounds the normal map area. It could also be something you get teleported to outside of a map etc. Or, potentially, could be in a future update.
    And the wiki is not always up-to-date, it is nice to rely on, but it is sometimes outdated.

    Well the reason I'm skeptical about it being in a quest is because of the new teaser image and food being related with it

    It's either an off-map test area of quest area. My guess is that it's from Flight in Distress, where there a bunch of atmospheric NPCs.

    EDIT: It's not from flight in distress. The only NPC with anything relating to food is the "Exotic Potions" NPC

    It's nothing to do with the new update
