Two Questions:

First off, when you have an item and it's got different buffs and debuffs on it, do the little stars after a few mean that they are good, aka one star is the best of the best you can get with the weapon, two stars is pretty good, three is good, and so on. Like here:



Second of all, when selling an item, is the little number in brackets after the item the weapon's 'score', like how good it is compared to other Alazarins, in the case of this guy?

For the first question, you're mostly right. One star means the item is above the base id (each id's range is for positive: 30%-130% and for negative: 70%-130%), two stars means the item is far above the base id and three stars means it hit 130%. This only works for positive ids.

The second one I'm pretty sure is from a modification, iirc it calculates for each id a range from 0-100 (or 1-100 or 1-101 I'm not entirely sure) and then puts the average number there. That means 89% is really good.

 

Proove me wrong but I'm like 99% sure the number next to the item when you're selling it is the level of the item.

*: 100%-124%
**: 125%-129%
***: 130%

Alazarin happens to be level 89, I'm pretty sure it's just the level of the item.
