Elemental Defense?

Does percent bonus for elemental defense actually do anything?

I'm using these items, and Vaward as pants. When you add up the flat amount of water defense you get from these items, for the sake of simplicity I'm only doing one defense, it adds up to 555 flat water defense.

So, from the water defense % from these items (86%), I should have roughly 1032 water defense.

But I don't, I just have the flat amount without % bonus.

Is this just a visual issue, or does the percent defense actually not do anything?

 

I think this is a visual issue, according to wynndata the percent values work
