Yes, it takes an action. And TECHNICALLY being paralyzed stops creatures from taking actions. But, like, paralyzing someone stops them from moving. Saving an action to use later doesn’t involve movement.

So yes, TECHNICALLT he can’t set a reaction, but in this case it’s kinda logical to let it happen

Also, I rebuilt your sorcerous origin as the Vampire-Touched. I also replaced the bat transformation with Misty Escape and moved the HP-based spellcasting to Level 6.
