    also you need ti be lvl 45 or 50 or smth idr

    You can create a guild at the guild hall in cinfras, for a couple LE. As the owner (unless you choose to have recruiters, captains, or chiefs) only you can invite people in your guild so you don't have to worry about randoms joining your guild
