Lament With 8-6 Neutral Damage? How? Why?

This is a lament, as you can notice once there are 3xt6 water applied to it the neutral damage goes to min 8 max 6, how's that possible?
Also, you know of any other item where this happen?

it didn't change, and even if it had, that doesn't explain the 8-6 neutral

 

hmm well i meant like if they changed the percentages to less than 33% than with three powders the total neutral to water conversion would be less than 99%, meaning thered by neutral damage left over (right?)

 

again thats not the point, the point is that neutral is 8-6, min 8 max 6, why, it should be 8-8

I mean, hey, I don't have a Lament so *shrug* sometimes they roll out item changes and I'm not aware of it really
but does it actually do neutral damage when you attack with melee?
