Is This A Part Of The Game, Or A Bug/glitch Exploit?

While me and my friend were trying to get to Troms via the Great Bridge, he said that there was, "Another way," calling it the, "Easy way," when I asked him about this he said that he came across this "other way" while he was sailing, "I was lost AT SEA," he said in our Guild Chat, leading me to believe that this is a bug/glitch exploit because Troms isn't connected to the ocean, right?

(I wasn't sure if I should put this in the bug portion of the Forum in case it wasn't a bug and I was just being stupid)

Now, I know that this probably should've gone to the bug reports, but this is my first post and I'm not entirely sure if this was a bug or not...

I wish you'd elaborate it more.
I know there is another way into Troms, tho it's been a while since I played it, and can't actually remember how it works.
On top of what, I know when you die, you can be teleported to certain locations.

So, while it might be an exploit or a bug, it could be also intended, your situation doesn't provide much of an information.

 

There's a level 57 quest called "The Passage" in Troms that will unlock an alternate route into the city.
