    According to the quote they aren't deserters as they didn't leave of their own accord, they were instead banished by Charon.

    There must be a reasoning though. You don’t just randomly banish people. Either they did something bad or just kinda screwed up or something

    Well yeah, I'm just saying that they aren't deserters, but rather those that were banished, because I'm a person who corrects incessantly.
