Explain Loot Chest Cool Down Times

I never really understood the concept. Sometimes, chests I open will respawn in a few moments, allowing me to open them again right away. Other times however, there is say, a 17 minute cooldown.
How does the cooldown timer work? Is it different for each tier?

 

The countdown is there to prevent grinding the same lootchests over and over again by logging into different worlds. It resets everytime you log into a new server, and the wait time is longer for higher tier chests.

 

Do you know the specific times?

 

IK 10 mins for Tier V
lower for lower tiers (obviously) but IDK the lower ones by heart. I think it goes 10>7>5>3>1, but I'm probably wrong about the last ones.

I’ve had quite a few times where I switch to another lower level class so they can open the tier 4 I camped them next to. Usually the cool down is 30 minutes and under.

 

I thought the max tier was t4, did it get changed?
