No. It's really not that. I had plenty of space in my inventory at the start of the quest, and whenever I've done fixquests I've had an empty (mostly) inventory.

I mean, it's a known glitch that the letters don't get returned with fixquests but idk why. I have a feeling that the I gave the letter to an npc as the world reset, so the letter was taken out of my inventory but it didn't update my quest book. I don't know if they can fix that though, unless there's a way to reset a quest on a player's account.
