    I was going around the place, shooting mobs with a piece of armor that supposedly gave 2/4 mana steal... How exactly does that work? I don’t seem to see it in effect...

    Every melee hit has a chance to activate life/mana steal.

    The chance increases depending on your attack tier, the lower your attack speed (thus less hits per second) the higher the chance to trigger.
