Ooc, I have played in a campaign where there was a gang called the Redbrands.

 

Knaal: "No..."

 

I know. It's an official campaign published by WOTC called the Lost Mine of Phandelver. I just took the gang name from that campaign.
Girl: "I-it's the network of sewers and caves under the city, w-where the gangs and other groups are."

The girl is mostly correct. Underneath the city, and most often accessed through the sewer system, the undercity is a network of caves, sewers, and ruins much larger than the actual city (even if most of it is full of rock or unexplored). Many unsavory groups, including gangs, thieves' guilds, mercenaries, and cults, can be found there. I'd give more exposition, but I don't actually have that much lore for the Undercity written down, so I'll just mention that certain powerful gangs host competitions using enslaved goblins as gladiators, racers, and other things.
