I was watching some loot run guide and trying them and I've been wondering,
"Why do those (who are doing the guide)get so much stuff out of a t3 chest when I get just some emeralds?"
Is it just difference by luck? Or does lb armor effect loot chests?
    EDIT: Or is it nerfed

lb armor does nothing, luck does some stuff, but generally the chest gets better loot the longer it has not been looted.
e.g. tier 3 loot chest at molten heights was opened 2 mins ago on the same server by someone else will have less loot than the same loot chest found on an empty server that has been open (and empty) for 3 years(unrealistic).

Loot chests accumulate loot over time, loot bonus has 0 effect on them what so ever, if you are planning on loot running, I suggest waiting before running to give the chests a chance to gather loot

This is my question "Are loot chests nerfed?"
As do they have lower chance of having high rarity items
or we find less items in the chest

I don't think you understand what 'nerfed' means. If you nerf something, you make it less powerful. If I understood your question correctly, I believ you're asking: if there are, say two Rares and a Legendary in your loot chest, will there be less other items, such as emeralds and Normal items? If so, I don't think so - I don't know for certain, but I think that emeralds will accumulate in the stacks, and weapons will either just appear with the rarity increasing the longer the chest has been unopened, or they may upgrade. I think the first option is the most likely.

Pretty much in order to fix this, either wait on a server for a really long time, or use whatever other methods to find older servers, and just do your loot run there.
However this is not fool proof considering that somebody else most likely did the same loot run before you, so in order to fix this you can either
    -Make your own loot run
-Learn a loot run from a YT video with very little views
-Ask somebody that you know for there personal loot run.

If you do this that would practically garuntee a good loot run, leaving the chests a long time to accumilate items.
I am pretty sure he was referencing the odds of finding rares.
    Such as:
You can find mythics 1/0.00007 of the time. If the rarity of them were nerfed, the rarity would be some thing lower, like this, 0.0000000000007
