Underground Wendigo?

Does anyone know why there's an underground wendigo? This is nesaak, and the guards are dancing in the top right.

 

There is a cave underneath. NPCs tend to freak out over these this. A prime example id's the Guard Golem under the Detlas bank, a Detlas Guard will spin over the Golem's general position as it tries to stay in the same X ands Y coordinate.

 

Is it the underice cave? Because if not, I'm curious where the entrance is.

 

Probably, the underice entrance is underwater though, just go in the hole at the npc and follow the lights

 

Sorry, my bad. I don’t think I was being very clear. I’ve already done the under ice quest, but I was wondering if it was some other cave besides the one you use for underice.
