How do you even effectively use a Stinger?

 

Why, what's up wrong with Stinger? Is that the really fast firing endgame legendary bow? Or is that Cluster or something?

To OP: that item is for builds that hit slowly and high damage per hit

 

But there is already a lot of good slow attack weapons that do high amounts of a damage, for example fissure, it does high dmg but has a very slow attack speed, using this chestplate would make it very very slow. Are these item effects used to balance out the other ones cuz i dont see anything good besides 35% mele dmg.

 

Items have a maximum lowest attack speed, once they reach it they can't get any slower even if your items have more IDs that would lower it.
