Watch Bracelet + Clock Amulet gives 2-piece Clock Set Bonus which adds 12% Thunder damage plus 2% ws in addition to their ids. Clock Amulet is there for defenses as well.

Keep into account the CoI damage nerf as well.

I would recommend you use an XP build to get to endgame (that way, you would have more access to better items)

I would suggest the default, jarate and the frying pan. if your pushing tho, use the smg. this is if u can no scope

 

It may be a good idea to focus on XP Bonus, as that will help you level up faster (in general, an early-midgame build isn't too helpful as it quickly gets outclassed)

However, if you really want a build for melee and spell, this is a pretty nice and cheap build (more thunder-oriented than air tho)

Feel free to use whichever rings give you a minor buff, I didn't put them in because they're not 100% important
