    Not sure but I think in the changelog Salted said "horses almost never drop"

    I'm pretty sure that horses will only drop if you lose all your soul points, in which case you drop all the items in your inventory.

    Yes, the soul point system used to work that way, but now you never drop everything all at once. There is a percentage chance to lose certain items based on how many soul points you have left. The less soul points you have, the more likely you are to drop good items upon death. You can hover over your soul points and it will tell you the current chance of drop for each category of item based on your current soul points. Horses, as already stated, do not drop.
