This is very basic. Each letter is simply replaced with a letter 13 letters ahead of it in the alphabet. As Orange points out in his post which so plainly says the solution (to my dismay), my inclusion of punctuation makes this not too difficult to see.

Although this may look tricky, it's a simple html encoding- which is also known as hexadecimal, once you remove all the annoying % signs. In an attempt to make it slightly more challenging I encoded it once in basic html and then a second time with the hex code. Apparently it wasn't that much harder.

You're right, the first easy problem was a bit cheesy. You got it fair and square though so you can still collect the prize when you're available.
