I made the build focus on defense & spell.
I wanted to add in a little bit of health regen too because you are using fire afterall.
Try to get to 68 intelligence, Sadly the build lacks mana regen.
You never said what you wanted the build for so I made it 50% PvP 50% PvE.

For the PvE melee replace Humbark with Mantlewalkers or Gaea Hewn, And replace Force Loop with Giant's Ring or Prism, Bovince Cuff with Diamond Fiber Bracelet.
for 2 I can not really make a build with only a 19LE budget, Try to get some endgame items on your own, Get more LE and come back.

 

Hmm, i've gave you the idea of a Nirvana water air defense bla bla build, What about a Soul Point farming set which you can use normally through the day, not just for farming alone

Coincidentally, you can get 100% sp regen with an xp set (albeit with a few tweaks). You only need 100% sp regen, since sp regen only affects the chance to get 2 sp.
