    Still though, dern is located in a low level spot, and it's coming before Fruma, so it's probably not going to be off the charts high level, let alone higher in level than fruma.

    Keep in mind the Eye is ridiculously powerful and the first time it is believed you go to Dern is lvl 90 in Fantastic Voyage.

    Dern is close to low level areas, but you don't go there until lvl 90.

    Ye, alot o' people found it. If you look at other guard NPCs and mobs, they're about 5 lvls below or above the city level, so fruma will probably be around lvl 60+ content.

    That's right, you do supposedly go to dern at level 90, but then what's gonna happen when dern does come out? Because at that point you'd know what the province is and the purpose of the dark area in Fantastic Voyage being a mystery would become defunct. So, is that really dern which it probably is because you end in the abandoned mines? If it is, then getting there is going to suck because you can't sail there from high level areas.

    It makes no sense that they would make a province for level 20, that would be way to complicated for level 20 and we already have enough quests there. Why would you let a level 20 who is really weak go to a far away dark place that everybody is scared of? It just doesn't make sense.
