Is Health Regen % Useless/bugged?

    So I've been searching for good health regen items and i found this Phoenix Prince helmet with upto 130% health regen and decided to acquire one.

    With 63 raw health regen and 116% regen one would think I'd get 136 health regen, since 63 +116% = 136.08 but no. I only get 63 health every interval making the % regen absolutely useless


    Is this a bug or do i just not get how its calculated?

    Percent health regen actually affects the speed of regeneration, particularly at lower hp levels. Awkward? Yep.

    does that mean that my 63 health regens at 116% the normal rate?

    nope it only effects your natural regen which is either 1 or 5 I forgot.

    rip, that makes the helmet utterly useless to me
