uh why use summa in a water build, it has -health regen with nothing to counter it and also it has -waterdamage

 

Because you said no Hive Items, Your only other good options are Intensity, Moon Pool, Or Concentration (Which has massive -spell).
Maybe you could use Diamond Hydro Rings?

 

tfw you Neglect Raindrop (2/4 Mana, 3 Int, only -3 Spell, Melee) which is an upgrade over Conc.

Also neglecting Myrrh/Black Catalyst x2.

You can spellspam freely + you have 129 intel for 75% spell cost reduction (2 mana bombs)

 

Replace Water Sanctuary with Vaward, Suppression with Moon Pool.
And Requierm with Hive Wand.
