Community Event Part 3! [deciphering Puzzle]

To encode it's stupidly easy, to decode I'd say it's really difficult.

 

So you're basically saying even you don't know the solution and it's near impossible to solve?

 

I'm saying you can encode easily but decoding is very hard. The task is to enocde parttwo into the cipher I showed. Not decode the other cipher. I have some clue of how to decipher though, but for now it will remain a mystery as to how to decode it.

I kinda know how to decode it, by encoding the encoded string a number of times until it's back to a normal word. This sometimes doesn't work though.. So I'm going to figure out why. Keep trying to encode parttwo!

 

Mini-Breakthrough here. I've been unable to make any progress on part 2, however, I believe I have decoded the hidden spoiler. It may help with part 2.
I ran it through a Base 64 -> ASCII several times, and got this string of numbers:

Also, it's not "custom" but it's not something you would expect.

 

Tried reversing the string.. Putting it through BASE 64 => ASCII. Nothing.

 

I'm feeling generous. Try base 32.
