Get 129 intel and you're set. That's honestly too much mana, but at least you'll be able to take advantage of the water armour special.

By the way, get Boreal-Patterned asap. It's practically the best water chestplate as it covers your thunder defense, has mana regen, reflection, good health, damage and no raw negatives.
