OOC is for when you want to talk about stuff that might involve your character but should not be mentioned in the campaign. Stuff like: "Just in a few more levels I can summon a robot."
That is stuff you don't say to people in the campaign.
Things you do say in the campaign are: names and stuff, plans (Can be asked in OOC if you don't know if something possible.), actions and movement and some other things.
