Somebody claims cop and says that three people are innocent.
Nobody else says anything.
He is confirmed cop because nobody counterclaimed.

Okay, let's say this logically.
I claimed BP.
There is obviously one {BP, doctor} in-game via the setup.
If I was scum, the real BP or doctor would have counterclaimed, and voted me.
There is no counterclaims, hence I am not scum, so I am town.
If I was town, there would be no BP or Doctor, besides me, the BP.
However, nobody counterclaimed me,which town would oobviously do if I was scum.
Hence I am town.
