az is better because of how dmg is calculated

 

incorrect for cluster as its attack tier is the same as az giving it the same spell multiplier. but has more raw damage making them about the same. az may have a about ~50-200 more damage that is very minimal and countered by the cluster's poison

 

the dps of a weapon doesnt mean shit
since cluster is full neutral, most of it is converted to earth and fire dmg
az has more thunder base dmg so less earth/fire dmg
therefore az is better unless you go for a build with a lot of earth or fire dmg which is not the case here

 

I tried the build with my max cluster w/ t6 thunder powders and az did more dmg all-round

If the damage is converted to earth and fire than the %thunder damage means a lot less

 

Your claim does not hold up in the actual game due to how powders work.
