    It is a versions bug, yes it has already been reported on GitHub, it's a problem with the 1.8 and 1.9+ boats, we all know that Mojang changed boats on 1.9+ and this unfortunately on a server that was hard-coded on 1.8, bugs, only the Y coordinate, though. They can't really fix it unless they update the server to 1.9+

    I believe in 1.11, Mojang added new boat physics to make it 'sink' when under a waterfall (instead of floating upwards unnaturally). Due to the version differences, I'm guessing Minecraft is executing the 'sink' mechanic which causes you to obviously sink. Any version before 1.11/after 1.8.9 should work fine, though 1.8.9 is the suggested version to avoid bugs/glitches.
