No no. The streets make the Binding sigil. The wards make sure you can't break the streets or walls to break the sigil.

The sigil is delicate and can be broken by just making a hole in the street. The wards are the tough ones.

So in order to escape, we need to break the sigil, for which we first need to destroy the protective ward.
