The guards are explaining to the crowd that the guard that pulled the alarm had red eyes that faded afterwards and that he wasn't acting like himself. Their telling people that it was probably a hypnosis kind of magic.

Guild Master: "Alright, enjoy!" You walk up the left staircase to a rather complex system of crossing stairs each leading to a room. Most are labeled with names of guilds. There's also some construction going on near a top opening.

(They most likely don't have their headquarters in here since what they do is mainly illegal. But I'll still read some signs for you)

There's a lot of rooms with guild names. Like, a lot.some that you can see are ones like; The Brotherhood, league of air, HAX, Companions, travelers, and some others that I can't name ATM cause I gatta take a test xD

I walk towards the construction side and ask one of the builders: "Excuse me Sir, what is it that you're building here?"

 

Nami: "Yes, Mr. Thomas. I was wondering if you happened to have any sound-proof earmuffs I could borrow."

Builder: "Well, what we're building here is a much safer way to get to the other province. Until now all we've been using is boats to get to the other side, but there's a lot of pirates that wait for ships to go by to kill and raid them. What we're building here is a much safer way to travel, the airship. With this we can fly across the ocean without worrying about pirates. Currently there's a station being built here and one at Deltas. More will probably be built in other towns but for now this will let us safely go from each province. It's also really good for both cities involved cause we are currently the only ones that will have docs." He seems pretty prideful about his work.
