you don't really need a build at that level, especially with that low budget
however, if you level up a bit you can use the mask of fear i think (the air one, level 57), sawdust (level 47) and skyfall (level 52-55?)
these might be enough to get a lot of walk speed and air damage
im not sure about the life steal, theres very few ls items in early-mid game

Matryoshka isn't an altar boss, but it is a boss near Iboju Village. Btw, CoW deals a bit of neutral so do stack up defense/agility (at least i think he does neutral).

 

it's neutral. and a lot of it since they swapped back to every tick hits

I'd say maybe 7-10k depending on your ids, thats the avg dmg with a good gale's force build
