Mage/Dark Wizard Help Mana Regen/spell Damage Build

I would like some help with making a high mana (around 10 or so) and spell damage.
The two items that should preferably be in this build are: Lament and Third eye (since I have them).
This is probably going to be a water build.
Any help would be great.

 

WARNING: This build is a bit basic but its probs the best one or one of the best ones but its kinda basic so you might get bored.
I dont know lament completely but i guess:
Third eye
Hive chestplat
Water sanctuary (if mob defensive vaward)
Memento/Capricorn

Moon pool circlet x2
Diamond hydro bracelet
Diamond hydro necklace

Lament / Hive wand or any neutral weapons with NO powders.

0/0/100/0/100
With max ids:
0/0/151(bit too much eh?)/0/100 or
0/0/161/0/110
Against mobs like qira
7/7/145/7/100
7/7/155/7/110

(Assuming ids at max)
106% / 121% water damage
32% spell damage%
16/4 / 14/4 mana regen (any more is too much.)
13/4 mana steal
340 / 297 spell damage
Those are the important ones.

You could also swap out the moon pool circlets if you dont want too much mana and instead want more damage.

EDIT: If you want damage lament is NOT the way to go.
