It's a columnar transposition. Enter meme and it gives you the key of 4231. It comes out saying just about: "Distinctive multiple of three may help you".

 

I used columnar transposition with key: meme in backwards numbers duplication

First part is definitely correct, just the mayohelu yoA that needs to be decrypted

I got it by moving around the letters. "Distinctive multiple of three may-- then --phelu yoA, move the u to yoA, getting phel(help), and yoAu (you). The "A" can go at the beginning, forming "A distinctive multiple of three may help you"
