So... I'll run next to the water and fire an Ice Knife at him.

Attack: 9 + 4 Mod = 13
Damage: 7

If I'm allowed to, I'll then run in and slash with my second shortsword as a bonus action.

Attack: 17 + 2 DEX + 2 Prof. = 21
Damage: 4 + 2 DEX = 6

If I can use the shortsword attack, the damage is: 13

Otherwise, it's 7.

Wait, somehow I completely screwed up my math. It took 17 damage, not 19.
