I think that's a wybel you're talking about.
They are just innocent creatures that live in some of the cities.

Seafoam is a type of wybel. Wybels are what we think "alien" creatures. You can find some of them in the cities like Detlas, Almuj, Troms, cinfras, etc. You may also find them at the sky islands on Wybel Island. (There's so many of them and they're all so cute! ;w; ) They are also obtained as pets in the crates that you can purchase off the store!

 

when the waves go splash you get a bit of foam, on the sea, sea foam
