SPOILER Ragni Outskirts: Controlled From The Outside?

Today I died and spawned in Ragni outskirts; a unavoidable phenomenon...
But that is not what I am here to talk about; I am here to tell a theory that I thought of only today.

When you first enter Ragni Outskirts, You arrive there by Caravan, With no clue as to what the origin of the place is. It has several talking NPC's that reveal just about nothing.
There are only four houses in the entire region; Yet when you enter the mines, you are protected by tons of soldiers, all of those men would not be able to fit into the houses. But that theory was quickly proved wrong by the fact that they may come from Ragni.

But another thing caught my attention:
The shear size of the Ragni Outskirts Mine defied all odds; showcased here:


That showed to me that for some reason outsiders are intruding upon the Fruma/Wynn border and Mining away at the majority of the regions resources...
But why? Why would they not mine somewhere more efficient? Why there of all places?
That question was bugging me, until decided that I would return there and see if there was anything special about it. And guess what? There was.

Remember back in the days the quests that were all the rage; Wynn Excavation? And how they were all about Crystals, and how they were of immense power? Well, we saw four of those Crystals in those quests. But what if there were more? Such as a blue Crystal?

This was found inside of the mine at Ragni, and I thought that maybe it was a fifth crystal, carrying lesser, the same or more power than the other four that we know of.
It was very obviously already discovered.
Debate the possibilities of this crystal down below.

-This thread is part of a Grand theory I am working on.
-The mine is also used for Iron and Coal Mining.
-The mine was long ago shut down by monsters.

Technically the outskirts could be considered part of fruma, as if the mine wasn't there, it wouldn't be possible to traverse those mountains

 

Maybe people from ragni work in the mines.

 

The crystals are an interesting bit, but seeing as how it's mostly Soldiers patrolling the cave and fighting,

makes even more sense.

 

Remember how you handed the crystal to King of Ragni in the end of WynnEx Site D? What if the King is working for the WynnEx too? What if the four crystals that Amadel had wasn't even their full potential and the King of Ragni has the fifth? Even in the quest, he said that his grandfather was a royalty in Gavel. Also, King of Ragni is a villager, the race that came from Gavel, but Ragni is supposed to be one of the old human towns.

There's also been crystals involved in several special areas, with important meanings, so it's fine to assume it could be similar
