Also if u wanted water damage u would use water sanctuary + Requiem.
You would save a lot of money and do the same damage

Simply put,
Int > Water > Spell > MS > Strength > LS

Yours is garbage, once again, even considering this order. Water % remains as the secondary id, and is vital to Lament due to its support nature.
